[postgis-users] docs

Thank you Brent,

I've been trying to access the specifications at opengeospatial.org 
without success.  On my Mac OS X system I tried the Firefox browser, 
Mozilla, Safari, and IE.

However, when I used my wife's Windows laptop using Firefox, I was able 
to access the site.  Is someone from OGC listening?
