Perhaps we could start with a google repository for the pipeline model
and start the project?  http://code.google.com

It is not my field, but looking at the pipeline schema diagram, I bet
someone with SQL skills, pipeline domain knowledge, and a good editor
could produce a first draft in about 20 hours.  At that point, we
would have something to work with collectively and fill with data to
test.

I think some well developed data models would be hugely useful for
everyone.  I would work on Census / Population models myself, but it
would be super interesting to have a resource of many well developed
spatial models to draw on and learn from.
