I am a new user to PostGIS, i try to create a database with the following 
 
 

§Name der DB: ihab
§Eigentümer der DB: postgres 

§Kodierung der Zeichen: LATIN1 

§Vorlage: template_postgis
 
I received the following message
 
'Error: Source database 'Template_postgis' is being used by other user'
