In general I would say any Linux host that you like that allows you to
have your own box or virtual box within your price range will do.  My
general philosophy - no matter how good a hoster is, I tend to not trust
network people with databases.  They just in general suck except with
the most stupidest of databases. 
 
You are probably better off finding a reliable hosting company and
managing the database side of things yourself if you are comfortable
with that or getting an experienced consultant to do that for you. The
list of PostGIS consultants is growing by the way.

There are thousands of web hosting comanies out there but only a few
support postgis. I will like to ask if anyone has links to companies
hosting postgis and Geoserver (not UMN map server).
