Hi Jim,

Newer versions of PostGIS require a minimum of PROJ 4.4.9 to cope with 
an extra path setting for Windows clients. Unfortunately the 1.3 series 
build system is not clever enough to detect this, however the relevant 
changes have been made in SVN trunk.
