I found this, it works.
w/o using template_postgis these 2 sqls can run in query tool of Pgadmin111
Program files\Postgresql\8.3\share\contrib\lwpostgis.sql
Program files\Postgresql\8.3\share\contrib\spatial_ref_sys.sql
