Hi,
The typical approach is via OGC web services (WFS/WMS)
You set up a server (eg: geoserver, UMN mapserver) then you can use a web client to render maps (eg: OpenLayers, GeoMoose)
mapserver is a cgi which comes in a ms4w package which may be simpler for you, Geoserver is a java/tomcay application.
mapserver can provide WMS/WFS services & also has a java (& php, etc) mapscript capability if you want to craft your own client interface instead of using something like OpenLayers.
