Just to add to Pierre's note,
 
We have windows binaries available that have the new functionality.
 
http://www.postgis.org/download/windows/experimental.php#wktraster
 
These binaries should work for PostGIS 1.4/1.5
 
and PostgreSQL -- 8.3, 8.4, 9.0
 
Please give it a try and submit bugs.  We like bug reports.
