Yup, there is a problem with the default PROJ library for Ubuntu:
https://bugs.launchpad.net/ubuntu/+source/proj/+bug/368065

It doesn't seem like the package maintainers aren't fixing or doing
anything about it, which is a bit ridiculous since it is an easy
configure step.
