[postgis-users] Qgis/Postgis : impossible to open a project

That error message indicates that the the PostgreSQL connection string
points to localhost, which would be the local computer. On your station,
localhost has a PostgreSQL server. On those other stations having that
error, they don't have a PostgreSQL server.
