Indeed, it is the inverse but st_covers is a bit more flexible if geometries share a boundary.

Thanks Hugues.  I used another sql viewer and sure enough all the geometries are present.  PgAdmin does not display all of the geometries.  I thought ST_Within was just the inverse of st_contains.  Will give those a try.
