>From 2.4 to 3.0 you will ALSO want to re-package the RASTER
extension, which would be "unpakcaged" by the call:

  ALTER EXTENSION postgis UPDATE

A WARNING message from the above command should tell you how
to cleanly complete the upgrade, which will be running:

  SELECT postgis_extensions_upgrade();
