[postgis-users] out db: not able to query the raster

It helps if the way to make it works properly is to run:

ALTER DATABASE test SET postgis.enable_outdb_rasters = true;

and

ALTER DATABASE test SET postgis.gdal_enabled_drivers TO 'ENABLE_ALL';

These seem to me to be the only two differences.
