GDAL dependencies during PostGIS upgrade

(RPM packager speaking) From packaging point of view this means
raster2pgsql has the same build id between 13 and 15, so that's why you
are seeing this error.  Let me see if I can do something there. Until
then please remove postgis33_13 client package  as it does not have
anything to do with the update. After you are done, you can install
postgis33_15.
