User-defined SRIDs are not working after Postgis 3.3.2 to 3.5.3 update

UPD. Just noticed that
SELECT ST_Transform('SRID=4326;POINT(0 0)'::geometry, 2000)
doesn't work either.
So it's not about user defined srids. The error happens at any access to
public.spatial_ref_sys
