[OSRS-PROJ] Donald Elliptic Projection for AT&T V&H Coordinates?

Hmmm. Seems to be a two-point-equidistant projection for the ellipsoid.
I can't imagine why they went to that trouble just for simple rate calculations---
no wonder the rates are high.
proj=tpeqd is not set up for the ellipsoid.
