The code is in CVS, and publically available but not yet in a
published release. You install a CVS client and grab the latest
source if you like ... I would be happy to provide update access to
the CVS repository. But I will send the code in a separate message
to save you the trouble of setting up CVS.
I made some effort in incorporating the code to replace hardcoded
constants with parameters, but I did not succeed in extracting the
azimuth or pseudo-standard parallel.
If you produce a better normalized form I would be happy to incorporate
it.

Cool. Well, I reiterate my offer to provide you with update access
to the version hosted at remotesensing.org. It seems like a pity to
have two divergent versions of PROJ.4 with different abilities.
