[Proj] Compilation under Windows; HAVE_STRERROR in makefile.vc

Hi all,

Is there a reason why makefile.vc doesn't have "HAVE_STRERROR" defined?
If not, I suggest to change the CFLAGS line accordingly:
    CFLAGS = /nologo -I. -DPROJ_LIB=\"$(PROJ_LIB_DIR)\" $(OPTFLAGS) /D
"HAVE_STRERROR"
