After going over the omerc code, Snyder and EPSG documentation I
have decided that omerc should be recoded.  It was a remnant of
the original conversion from gctp FORTRAN code and thus the odd
symbology.  Plus a few hacks by myself through the years that do
not make much sense now.

EPSG and Snyder are essentially the same except for one interesting
detail: translation of the pole in the meridianal plane of the center
of the projection or when alpha=0.  Snyder did not take care of
this case in PP1395 so I prohibited it.

There are problems with EPSG #7 but it is better than previous
copies I've gotten.  Too many details to list here other than a
warning to beware of its contents.

I have no idea why everyone confuses the issue by giving all
those names to the same projection.  Shift the origin and
rotation and make a new name.  Bah!
