As for the scale errors, this is not necessarity a problem.  Scale 
checks
in both axis agree to precision presented thus demonstating conformal
behavior.  Note these values are computed by numerical derivatives
and subject to the problems of precision of the method used.  I use this
method when there is no other way to check the behavior of the]
projection.  That is why the -V option is included in the program 
[l]proj.

As to benchmark values:  the ideal method is to use the method used
by the government to compute their conversions----or anything officially
recognized.  Sometimes a source is listing of points in a grid with both
their geodetic and grid systems values.  If someone has access to
ESRI software they may have it and you could run a couple points
through their system.
