[Proj] PROJ 4.5.0 beta (and Krovak!)

Folks,

I am surrounded by folks from the Czech Republic who have
finally forced me to fix the Krovak projection!

So,  finally, after many years it is done!

I have also prepared a beta of PROJ 4.5.0 with this change at:

  http://www.gdal.org/tmp/proj-4.5.0b1.tar.gz
or
  http://www.gdal.org/tmp/proj-4.5.0b1.zip

If there are no problems I will likely issue a final release in
a week or two.
