I should have said, where else can you sight from in the Netherlands--not a lot of topography to use; church spires often have windows or other openings. Certainly Snel used them: see geodesia.ufsc.br/Biblioteca/NL/NCG-verde/14Haasbroek.pdf for a detailed discussion of his triangulation.
