Geoff, 

In addition to changing the signs of the rotation parameters as Noel suggested, also convert the K: 0.00000186 to ppm, 1.86 and try that. 

A lesser possibility is that the directionality is wrong and these parameters convert from WGS84 to Beijing 1954.
