[Proj] Mingw JNI build issue

Hi.

Have you managed to resolve this?
I have been struggling to build Proj all day, and have now the exact same
errors!

I am also trying to use nmake with the makefile.vc - This does compile and
create a proj.dll, but when I call any native functions from Java I get an
UnsatisfiedLinkError, so something is missing!
