[Proj] Proj-5.0.0 cct path to gridfiles

Thanks for the replies.

Yes, setting PROJ-LIB works as a temporary fix.

I've uploaded the cs2cs and cct strings, grid files and a couple of
coordinate pairs. In a bit of a hurry this morning.

The cs2cs one works fine, the cct one has the above error, but works if the
full path to gridfiles is given.
