[Proj] Proj-5.0.0 cct path to gridfiles

Thanks ever so much for taking the time and trouble to look into this. 
I've now set my PROJ_LIB environment variable in Windows.

Thanks also for spelling out the cct equivalent.
>From the inputs of -3 55
With RC3 I get 336128.9296 567726.4842 -52.4708
which match the Ordnance Survey transformation tool results exactly.
