It seems to me that at least, http://www.epsg.org/TermsOfUse §6vii does
not allow modifications while keeping the EPSG name. But actually we
should look at the intent. The terms of use does allow _*some*_
modifications while keeping the EPSG name, provided that those
modifications are among the modifications authorized in table 1. The
intent is to allow modifications that do not change the numerical
results of map projections. So for example replacing an /"inverse
flattening factor"/ by a /"semi-minor axis length"/ is allowed (provided
that the axis length is correctly calculated, of course) because it does
not change map projection results, but changing axis order is not. In my
understanding if we change axis order, then the code for that CRS should
not have "EPSG" in its name any more.

This is §2, which is relaxed by §6iii saying /"The data may be included
in any commercial package provided that any commerciality is based on
value added by the provider and not on a value ascribed to the EPSG
Dataset which is made available at no charge."/ My understanding is that
it means that if someone was selling a product, the main reason why a
client would want to buy that product would not be for having a copy of
EPSG data; it must rather be for other functionalities provided by the
product.
