[PROJ] Release schedule changes

All,

It has become clear that we need to add a few functions to the API
for easier of adaptation of PROJ 6 in existing software. For this reason
I am changing the schedule a bit so that the next version coming out
will be version 6.1.0 and not 6.0.1. This is still supposed to be released
on May 1st.

In particular, the proj_normalize_for_visualization() function [0] has been
requested to be released as soon as possible. To avoid multiple home-made
versions of the same code this will be part of the next release.

The full release schedule until version 7.0.0 is as always kept track of
on GitHub: https://github.com/OSGeo/proj.4/milestones?direction=asc&sort=due_date&state=open
