[PROJ] definition string with units=minutes?

[Wendell.CTR.Turner at faa.gov]

Is there a way to define a conversion string with "units=minutes"?  Also, positive longitude indicates west.

That is, for an input of:
    2446 4431
The output would be:
    40.76667 -73.85000

I'm guessing it would look something like:
    +proj=latlong +datum=WGS84 +units=minutes

But it seems that the only angular definition for units is 'units=degrees'.

BTW, is this the correct forum for this type of question?
