[PROJ] CRS for small Island (Saba), conversion of known projection and transformation parameters (Trimble) into proj4 string

I see in another post that as of qgis 3.8, proj 6 may be supported. I have
dowloaded and installed the zanzibar version of qgis but I cannot get proj 6
related CRS to work. Do you know how I can get this to work on a Windows 10
environment?
