I'd be supportive of such a move. PROJ is a foundation of a number of other C/
C++ OSGeo projects (GDAL, PostGIS, QGIS, MapServer, GRASS, etc.). It is open 
source, geospatial, operates in a collaborative way, has a diverse community, 
etc., so a good fit for graduating as a OSGeo project.
