All,
A quick follow-up on the OSGeo incubation situation. I have just submitted a request for incubation: https://trac.osgeo.org/osgeo/ticket/2268#ticket
Please let me know if I have made any mistakes or forgot something when answering the questionnaire.

Kristian,
I think the next step is that I make a formal request to the incubation committee and we start on a wiki page that documents how PROJ meets the project guidelines (https://www.osgeo.org/wp-content/uploads/graduation_checklist.pdf). Most of these will go quite fast, I suspect, as most, if not all of this is already done for PROJ.
The only thing I see that could take some time is the provenance check and making sure all files files have the copyright notices and contribution agreements on all the contributions.

Just for fun I did a Twitter poll on the subject of PROJ going through
OSGeo incubation. I think the results are quite conclusive:
Yes: 84%
No: 3%
Don’t care: 13%
There were 58 respondents.
As there have been no negative feedback on the mailing list either, I
think that we should just get the process started.
Mike, how should be proceed from here?

It was indeed my intention to get the incubation process started
last year but I never really found the time to do so. It was my
intention to pick it up after the 6.0 release, so I am glad that
Mike and Howard has taken this up again. I am of course in
favour of PROJ becoming a proper OSGeo project.

That was the stated intention, I was just working to move the process along.

At this point, I think incubation into OSGeo is a fairly innocuous and reasonable thing for the PROJ project to undertake, but I would like to gauge the community's enthusiasm for such a thing.
Wasn't that already the plan, as mentioned by Kristian back in August:
