[PROJ] Update on OSGeo Incubation

All,

PROJ was recently accepted into the OSGeo incubation program [0]. The first task for the project is to fill out the incubation checklist. I've added it to the wiki on GitHub [1]. I have started filling it out myself but so far I have only made it through a third of it. I plan to finish this soon but should someone have the urge to step in and give a helping hand, please feel free.
