[PROJ] Proper projection system for Aruba

Interestingly,
In the Excel from Het Kadaster with the TM parameters for Aruba, Mugnier 2002 is mentioned as source.
Grids & Datums of July 2002.
The used source for the transformation parameters is Doyle 2006 (NGS, NOAA, October 2006).
The mentioned Excel is part of PCTRANS.
