[PROJ] Motion: promote PROJ 6.3.1RC1 to final release

Only EPSG:7001 for naptrans2008.gtx it seems (which was replaced by
EPSG:9283 for nlgeo2018.gtx), EPSG:7000 for rdtrans2008.gsb is unchanged
between 9.8.4 & 9.8.6.

EPSG:7415 (which is used in the tests) is also unchanged, this uses
EPSG:5709 for NAP for which EPSG:7001 was a coordinate operation.


The Debian packaging revealed another issue in 6.3.1RC1,
`make distclean` is buggy:
