[PROJ] Closing in on PROJ 7 release date

That all sounds fine.  My concern is really

  Given some random package P that uses proj, if I update from 5 to 6,
  or from 6 to 7, does P build (without touching it) or does it build
  with "#define ENABLE_DEPRECATED_FOO", or do I have to mark it broken
  in the packaging system.
