[PROJ] RFC 5: Adopt GeoTIFF-based grids for grids delivered with PROJ

Hi,

RFC 4 has now been merged into PROJ master. Enjoy! Thanks to all people
who have helped in shaping and reviewing it.

As an attempt to come to a conclusion regarding how to deliver grids with
PROJ 7, I've created RFC5 summarizing discussions of the past couple of weeks.
