[PROJ] proj-data is 500MB

Hi all,

Jürgen suggests proj 7.1 can't be included in OSGeo4W/QGIS installer
because proj-data is 500MB, which is too big.
Is it intentionally so big?

proj-data is 500MB and makes the QGIS standalone installer explode.
