It includes all the grids.  And it's not a dependency.  The grids can also be
downloaded dynamically, so using proj-data is probably only intended to be used
if that's not possible for some reason.  You can also interactively download
the grids that you need via cdn.proj.org.  QGIS does currently not support the
dynamic download and we don't know which grid the users will need upfront - so
either including none or all seems to be the only option.  Given that QGIS
previously shipped several grids by default, shipping none probably isn't an
option either - as that would break some installations.
