[PROJ] libproj4 archived in a github repo [was Re: "eck_greif" projection, "libproject"?]

Unfortunately that link is dead. A bit of googling reveals

It seems the file structure is different from the code base Even has put in his
repostory. I don’t know if that means this code is more recent or not.

Yeah, that has been highlighted a few times recently. It would be cool if
someone could find the time to incorporate them in current PROJ. I’m
happy to provide guidance if someone should want to take on this job.
