This implies that the ABI has not changed, and that the SOVERSION
remains at 19.

If the ABI has not changed PROJ_API_VERSION should not have changed for
the CMake build.


And with help from Even the problem has been diagnosed. Updated in
https://github.com/OSGeo/PROJ/commit/91a767b0cdebba317e20abdcee6bfa444cfe8455


This will of course result in a new release candidate. I’ll wait a day or two to see if anything
else is discovered.
