[PROJ] Get possible geoidmodels

Hi

Given a vertical CRS, I would like to get the list of possible geoid models
that apply to it.
Is there any way in the C++ API to get that information?
(use case: give the user a list of available geoid models, to select the
desired one).

If not, I am happy to make a PR using an SQL query (that is the only way I
found). The input would be the CRS auth-code, the output a list of strings.
