[PROJ] ballpark transformation ITRF2014 -> CH1903+

I tried in master this transformation, and I got surprised that it is just
ballpark.

projinfo -s EPSG:9000 -t EPSG:4150 --spatial-test intersects Candidate
operations found: 1 ------------------------------------- Operation No. 1:
unknown id, Ballpark geographic offset from ITRF2014 to CH1903+, unknown
accuracy, World, has ballpark transformation PROJ string: +proj=noop


There is a transformation from ETRS89 to CH1903+ with 0.1m accuracy. Why is
not using it (nested with ITRF2014 -> ETRS89)?
