[PROJ] PROJ 8

Could I please ask for dates for alpha/beta/RC for PROJ 8? Should we 
anticipate 1 March (in roughly 10 days) as before, or is there another 
timmetable? 10 days is a bit tight for downstream to adapt code if 
necessary. Is the current state of the main branch what should be expected 
as alpha?
