[PROJ] PROJ 8.1.0RC1 & PROJ-data 1.7RC1

Hi Even,

Testing PROJ_USER_WRITABLE_DIRECTORY has went well, it works on Windows 
with custom paths (for projsync & cache.db location).  I believe we 
should upgrade this env variable for the next PROJ release.
