[PROJ] PROJ resources version stability

There have been a few database structure changes in proj.db since PROJ
6, so in general you should only use a given proj.db with the PROJ
library for which it was built, otherwise things will badly break. And
even if the structure is the same, there might be some subtle changes,
like new EPSG operation method codes, that one version may support and
another one not.
