[PROJ] Get PROJ description in PROJ 5?

Why bother with PROJ 5 support at this point in time, you can just focus
on supporting PROJ 6+.

The only major distribution I'm aware of still at PROJ 5 is Debian
buster which has a new stable release with PROJ 7 on the horizon.
