[PROJ] Get PROJ description in PROJ 5?

Okay, never mind... apparently proj_pj_info works, but only in PROJ 5, 
and only if using the "+init=epsg:N" syntax which is not supported in 
PROJ 6.

Sigh... looks like I need a pile of version-checking code.
