[PROJ] missing docker image osgeo/proj:8.2.1

I realized that the automatic link to hub.docker.com was not including the
trailing dot (at least my mail client).
So you can add the "." in the query manually, or maybe use this stricter
filter:
https://hub.docker.com/r/osgeo/proj/tags?page=1&name=8.2

Maybe I shouldn't assume that tagged docker images are in the release
process. I was using them to update
https://github.com/jjimenezshaw/crs-explorer after every release.
