[PROJ] Adding a service provider page to our doc?

Hi,

I believe we lack a page such as 
https://gdal.org/en/stable/community/service_providers.html for PROJ. Do 
we want to create one? For GDAL, it is governed by 
https://gdal.org/en/stable/development/rfc/rfc79_listing_service_providers.html 
. I guess a sed "s/GDAL/PROJ/" could make it relevant for PROJ too.

Anyone who would want to appear on a PROJ service provider page?
